Highly industrious Engineer with 30+ years' experience. Successful track record interpreting, explaining and implementing environmental regulations and guidelines within various industries - Kraft pulp mills, paper mills, electric utilities, textiles, wood products, and specialty chemical manufacturers. Strong knowledge of environmental laws and regulations. Focused on analyzing and resolving regulatory and compliance issues and implementing solutions through review and consultation.

Draft air quality permits that minimize liability for industry and are compliant with CAA areas such as NSR, PSD, Acid Rain, NSPS, NESHAPs (MACT Standards), Title V, and Non-Attainment New Source Review. I have reviewed over 400 air quality permit applications for numerous Georgia industry sectors. This includes reviewing over 20 New Source Review-Prevention of Significant Deterioration air quality permit applications and development of supporting air permits.

Prepared air emissions inventories, identified applicable state and federal air quality rules, and developed environmental management systems for various GA industries enabling companies to effectively plan for CAA requirements in a timely fashion.

Directed constituencies across industrial sectors such as Georgia Power, Georgia Pacific, Delta Airlines, Hartsfield-Jackson International Airport, Lockheed Martin, Arizona Chemical Company, DSM Chemicals of North America, PCS Nitrogen, and others.

Conducted on-site air quality compliance inspections of various GA industries. Evaluated air quality permit compliance and recommended enforcement action when needed through Letters of Noncompliance, Notice of Violations, and Consent Orders.

Advised Georgia Attorney General's Office on permit appeals, and EPD stakeholder meetings, public meetings and hearing.

Contributed to the design of Georgia's 8-hour Ozone State Implementation Plan by identifying and assessing voluntary regulatory and technical alternatives for reducing emissions from contributing activities.

Performed research on pending federal air quality regulations and provided timely and concise analyses to decision making process, rule writing, and preparation of State Implementation Plan revisions.

My public speaking engagements have included: The Georgia Mining Association, Georgia Pulp & Paper Association; Georgia Bar Association - Environmental Law Update, Air & Waste Management Association; Macon/Bibb County Chamber of Commerce, and others.

✺ Appointed by Georgia's Air Protection Branch Chief to serve as Project Manager for Georgia
Prevention of Significant Deterioration Program's business process improvement initiative.
✺ Member of Georgia Environmental Protection Division panel managing contractor developing Prevention of Significant Deterioration emissions inventory software-based tool.
✺ Consult Air Protection Branch Management on the Cross-State Air Pollution Rule, Clean Air Interstate Rule and Prevention of Significant Deterioration Program.
✺ Co-wrote 2008 Atlanta Ozone Attainment Plan; identified and assessed voluntary, regulatory and technical alternatives for reducing emissions from contributing activities.
